HCD Solid Color seems like a reasonable budget sleeve, but I can't recommend buying them because several came out of the package unusable
For the cheaper rare cards, you might find them for sale on auction sites like Ebay
Instead, there are a handful of restricted cards, which can only appear in your deck once
Unlike with Reserved List cards, where even bad ones can be worth quite a bit of money simply by being rare, I would not recommend buying original set foils that dont already have a lot of demand associated with them
